Steps:
- In a large bowl add the shallots, garlic, fish sauce, and soy sauce. Add the pork belly pieces and coat well.
- Place the sugar in the Instant pot. Select saute. and cook the sugar about 10 to 15 minures or untll the sugar becomes dark in color. Stirring frequently.
- Add the pork belly pieces and cook 5 minutes. stirring constantly. Select cancel and stir in the coconut water. Secure teh lid and turn to seal position.
- Cook with high pressure for 35 minutes. Allow a natural release for 15 minutes then quick release. Remove lid and serve garnishing of scallions.
