Steps:
- Cover potatoes with salted water and boil for 25 minutes, or until tender. Drain, cool and peel. Cut int 1/2 inch slices and put in large bowl. Whisk oils, vinegar, mustard, paprika, salt, and pepper and pour over potatoes. Add bell pepper and 1/2 cup onions. Toss and let marinate , loosely covered, for 1 hour. Stir in sour cream, eggs, remaining onion, and salt and pepper to taste. Chill covered for at least 2 hours.
