Steps:
- Melt butter in water. Add flour and salt all at once and stir vigorously; cook stirring constantly, until mixture forms a ball that doesn't separate. Remove from heat and cool slightly. Add eggs, one at a time, beating vigorously after each addition until smooth. Drop by tablespoon 2 inches apart onto greased baking sheet. Bake at 45 for 15 minutes; then at 325 for 25 minutes. Remove with spatula and cool. Split with a sharp knife and fill as desired.
