- In a large skillet, cook bacon over medium heat until crisp. Remove with a slotted spoon to paper towels. In the drippings, saute the onion until tender. Stir in flour until blended. Gradually stir in water, vinegar, sugar, salt, celery seed and pepper. Bring to a boil; cook and stir for 2 minutes or until thickened., Stir in the potatoes, hot dogs and reserved bacon. Transfer to a greased 1-qt. baking dish. Bake, uncovered, at 350° for 20-25 minutes or until heated through.
