Steps:
- Cook onion in 1 cup boiling water. When water evaporates add oil. Saute onion and add rice. Fry 1 minute. Add everything else and 1 cup boiling water. When water evaporates it's finished. Fill raw peppers and put little piece of tomato skin on top. Put in Dutch oven standing up. Add 1 cup boiling water. Cover twice: first with plate, then with lid. Cook 45 minutes or until no water remains.
