Steps:
- Mix vinegar, sugar, coleslaw dressing, salt and pepper. Let set an hour in fridge so flavors develop.
- Pour over shredded cabbage and carrots.
- Add the 2 tablespoons milk if seems too thick.
- Refrigerate until ready to serve.
