Steps:
- 1. bake cupcakes as directed and allow to cool.
- 2. frost with white frosing
- 3. press rows of jelly beans into the frosting and top with decorating sugar
- 4. to make the butter, simply microwave the yellow starburst for a few seconds until plyable and then stretch into butter shape.
