Steps:
- Cook the rice in 1 cup of water for 30 minutes; then add the remaining water. Continue cooking rice until thickened - about 2-3 hours. DO NOT STIR In frying pan, brown meat. Add garlic, ginger, green onion, white pepper and fish sauce to the meat, mix well. Mix meat mixture in to the thickened rice. Serve. Add garnish to taste.
