Steps:
- In large saucepan over high heat water to boiling; cook cauliflower for about 5 minutes or until just tender crisp; do not overcook. Plunge immediately into cold water; drain; place in large bowl. In small bowl or jar, mix well vinegar, oil, sugar, oregano, basil, tarragon, salt and pepper. Pour mixture over cauliflower; add peppers, carrots, radishes and onion. Toss well. Cover and marinate at least 6 hours or overnight before serving.
