Steps:
- 1. Mix flour, salt, and pepper and add beef and toss to coat.
- 2. In a large saucepan, brown beef in oil.
- 3. Add cider, water, vinegar and thyme; bring to a boil.
- 4. Reduce heat; cover and simmer for 1 hour and 45 minutes or until the meat is tender.
- 5. Add carrots, celery, potato and onion; return to a boil.
- 6. Reduce heat; cover and simmer for 45 minutes or until vegetables are tender.
