Steps:
- Preheat oven to 300*. Line 2 baking sheets with foil
- In a small bowl, sift together flour, salt, and 1/4 c. sugar
- In a large bowl, beat egg whites with cream of tartar until soft peaks form. Beat in remaining 1/4 c. sugar, 1/2 T at a time, until meringue is glossy and stiff peaks form. Fold in cocao mixture and vanilla extract.
- Drop by rounded teaspoonfuls about 1 inch apart on prepared baking sheets
- Bake 25 minutes for soft and shewy and 40 minutes for crisp cookies
