Steps:
- Cook beef in oil. Stir in water, onion, garlic & ginger. Heat to boil; reduce heat, cover & simmer 20 minutes. Add green pepper during last 5 minutes.
- Blend cornstarch, sugar & soy sauce. Stir into meat. Cook, stirring till thick. Boil & stir one minute.
- Place tomatoes on meat, cover & cook on low till tomatoes are heated thru, about 3 minutes.
