Steps:
- Preheat oven to 400. Separate cabbage into leaves, blanch, and cool. Combine ground beef, nutmeg, red pepper, onion, garlic, cumin, and garlic powder, rice, water and eggs. Place 1/4 c. meat mix in center of each leaf. Roll up and place seam side down in baking pan. Make sauce: Mash tomatoes and mix with tomato sauce. Add lemon juice, onion, garlic, paprika, salt, and pepper. Pour over rolls and bake 45 mins-1 hr. Top with sour cream.
