Steps:
- 1. In a bowl or plastic bag, combine flour, salt and pepper.
- 2. Add beef; dredge or shake to coat.
- 3. In a dutch oven, brown the beef, half at a time, in oil; drain.
- 4. Add onions, garlic, dill, caraway, paprika and water.
- 5. Cover and simmer for 2 hours or until meat is tender, stirring occasionally.
- 6. Stir in sour cream; heat through but do not boil.
- 7. Heat sauerkraut; drain and spoon onto a serving platter.
- 8. Top with the beef mixture.
- 9. Sprinkle with paprika.
