Steps:
- Combine first 9 ingredients in food processor and process into rough chop. Place fish filets in glass baking dish and pour marinade over. Cover and refrigerate for 30 minutes to 1 hour. Preheat over to 400. Remove fish from marinade and reserve. Add the vegetables to the marinade. Cover and bake 15 minutes until crisp tender. Drain marinade into small saucepan and place over medium low heat to reduce. Pat fish dry and strain vegtables. In the center of a piece of parchment or aluminum foil, place 1/4 of the vegetables, top with fish and lime slices. Fold parchment into packages and place on baking sheet. Bake for 15 minutes. Remove the packets to individual serving plates, cut open to reveal and garnish with cilantro and a wedge of lime. Top with additional sauce if desired (or use the reserved sauce to add to cooked rice).
