Steps:
- In a saucepan, combine first 4 ingredients. Cook and stir until thick and bubbly. Cool. Cream margerine/butter and 1/2 cup brown sugar (Mix it to be fluffy; fork is fine). Mix in 1/2 cup flour and 1/4 tsp salt. Stir in oats. Press HALF the oat mixture into 8x8x2 pan - creating a crust. Spread cooled filling over crust. Add coconut and nutmeg to remaining oat mixture. Sprinkle over filling. Bake at 375 degrees F for 30-35 minutes.
