Steps:
- 1. Preheat oven to 350 degrees with the rack in the middle position 2. Melt the butter. 3. Add the brown and white sugars and let cool a bit. 4. Add egg, baking powder, baking soda, salt, cinnamon, nutmeg, and vanilla. 5. Add flour and mix. 6. Then add the chocolate chips and oats and mix everything up. 7. The dough will be quite stiff. 8. With a spatula spread dough evenly into a greased 8x8 baking pan. 9. Bake at 350 for 25- 30 minutes. 10. Cut into bars when cool.
