Steps:
- Preheat oven to 350 degrees F. In a bowl, combine flour, baking powder, baking soda, and salt; set aside. In a medium-sized saucepan, melt butter; remove from heat, add brown sugar, mix well, and let cool. Add eggs and vanilla, mix well. Add flour mixture to butter mixture a few spoonfuls at a time and mix well. Spread mixture into a greased 9x13" pan. Sprinkle chocolate chips on top. Bake for 30 minutes -- do NOT overbake! Delicious served with ice cream on top or as is, warm from the oven!
