Steps:
- Combine all ingredients in a saucepan except the oil. Marinate for one hour.
- Bring to a boil. Cover and simmer for 5 minutes.
- Remove fish and set aside. Reduce sauce to half and set aside.
- Fry fish in hot oil till it is brown, and pour sauce in with fish. Simmer for 3 minutes and serve hot.
