- Cut the Philly steak meat into thin strips. If you have a meat shaver, you can make this into a shaved beef sandwich for a more authentic Philly cheese steak recipe.
- On sauté mode, heat oil. Stir in onions and peppers and cook until the onions are caramelized.
- Add beef strips to the pot along with salt and pepper. Stir the beef strips and brown them slightly, being careful not to fully cook the beef.
- Add water and deglaze the pan. Then, cover the pot. Set on high pressure for 5 minutes.
- After the pressure cooking cycle is done, perform a quick release. Set the pot to sauté again to cook down the liquid. Stir.
- Serve the cheesesteak meat on rolls with provolone cheese to make a hoagie sandwich.

- Combine the first 7 ingredients in a 6-qt. electric pressure cooker. Lock lid; close pressure-release valve. Adjust to pressure-cook on high for 10 minutes. Quick-release pressure. Add peppers and pepper rings. Lock lid; close pressure-release valve. Adjust to pressure-cook on high for an additional 5 minutes. Let pressure release naturally for 10 minutes; quick-release any remaining pressure. Press cancel., Place buns on ungreased baking sheets, cut sides up.
