1 ½ cups water
3 pounds head of savoy cabbage
½ cup uncooked long grain rice
½ cup water
⅓ pound ground beef
⅓ pound ground pork
⅓ pound ground veal
2 (28 ounce) cans tomato sauce (such as Hunt's®), divided
½ cup finely chopped onion
2 large cloves garlic, finely chopped
1 teaspoon dried parsley
1 teaspoon salt
½ teaspoon ground black pepper
1 teaspoon salt

Steps:

  • Pour 1 1/2 cups water into a multi-functional pressure cooker (such as Instant Pot®). Insert the trivet.
  • Remove tough outer leaves and core from the cabbage. Place cabbage, core-side down, on the trivet.
  • Close and lock the lid, and set vent to sealing. Select Manual function according to manufacturer's instructions; set timer for 9 minutes. Allow 10 to 15 minutes for pressure to build.
  • While cabbage is cooking, combine rice and 1/2 cup water in a small bowl. Combine beef, pork, veal, 1/3 cup tomato sauce, onion, garlic, parsley, salt, and pepper in a separate bowl.
  • Release pressure carefully using the quick-release method according to manufacturer's instructions, about 5 minutes. Unlock and remove the lid. Transfer cabbage to a plate. Drain water from pot insert. Add remaining tomato sauce from the opened can and 1 teaspoon salt. Replace the trivet in the pot.
  • Drain rice and add to the bowl with the meat mixture.
  • Separate cooked cabbage leaves carefully and shave off the tough veins. Place a cabbage leaf on a work surface; fill with 2 tablespoons meat mixture and roll up, tucking in the sides. Place rolled leaf on the trivet in the pot. Continue with remaining leaves and filling, placing the first layer facing the same way and the second layer facing the opposite way. Pour the remaining can of tomato sauce over the rolls.
  • Close and lock the lid. Select the Stew/Meat function according to manufacturer's instructions; set timer for 22 minutes. Allow 10 to 15 minutes for pressure to build.
  • Release pressure using the natural-release method according to manufacturer's instructions for 10 minutes. Release remaining pressure carefully using the quick-release method according to manufacturer's instructions, about 5 minutes. Unlock and remove the lid.

1 large head cabbage
2 tablespoons butter
1 onion, chopped
½ cup ketchup
½ cup white vinegar
4 teaspoons minced garlic
1 teaspoon Worcestershire sauce
½ teaspoon dried thyme
½ teaspoon dried marjoram
½ teaspoon onion powder
½ teaspoon salt
20 ounces diced tomatoes
1 ½ pounds lean ground beef (90%)
3 cups cooked white rice, divided
2 eggs
½ teaspoon black pepper
½ teaspoon garlic powder
1 cup water
2 tablespoons cornstarch
2 tablespoons water

Steps:

  • Core cabbage from the bottom, being careful not to split the head, to keep leaves whole.
  • Fill a large pot halfway with water and bring to a boil. Carefully submerge the cored cabbage into the water, cover, and boil for 8 minutes.
  • Carefully remove cabbage from water. Use tongs and a spatula to gently separate outer leaves and lay them on a clean plate. Continue removing leaves; when leaves resist removal, return cabbage head to boiling water. Cook another 6 to 8 minutes. Repeat procedure until leaves are less than 4 inches in size. Chop remaining cabbage and set aside. Drain water from the pot and return it to the stove.
  • Add butter to the pot and heat over medium heat. Add onion and cook until translucent, 3 to 5 minutes. Add ketchup, vinegar, garlic, Worcestershire sauce, thyme, marjoram, onion powder, and salt. Bring to a light boil, about 3 minutes. Add diced tomatoes. Cover and simmer sauce until needed.
  • Combine ground beef, 1 cup cooked white rice, eggs, black pepper, and garlic powder in a bowl. Use hands to mix filling well.
  • Place a rack inside a multi-functional pressure cooker (such as Instant Pot®). Add 1 cup water.
  • Meanwhile, assemble cabbage rolls on a clean cutting board. Lay 1 cabbage leave with stem facing you and outer surface of leaf facing down. For larger leaves, place 2 tablespoons meat filling on the leaf. Roll up to center first, tuck in left and right sides, and continue rolling to completely enclose filling. Place rolls, seam-side down, in a single layer on the rack in the Instant Pot®. Cover layer with 1/2 to 1 cup of sauce. Create another layer of rolls and cover with sauce. Repeat to within 1 inch of the top of the Instant Pot®; if you have excess rolls, cook another batch separately.
  • Close and lock the lid. Set the vent to sealing and select high pressure according to manufacturer's instructions; set timer for 18 minutes. Allow 10 to 15 minutes for pressure to build.
  • Release pressure using the natural-release method according to manufacturer's instructions for 15 minutes. Release remaining pressure carefully using the quick-release method according to manufacturer's instructions, about 5 minutes. Unlock and remove the lid.
  • Carefully remove rolls from the pot using tongs and transfer to a casserole dish. Cover with aluminum foil. Remove wire rack from pot. Turn Instant Pot® to saute mode.
  • Stir cornstarch and water together in a bowl. Stir mixture into the sauce using a spatula; keep stirring until sauce has thickened, 5 to 7 minutes. Pour sauce over rolls in the casserole dish and serve hot.

1/2 cup whole milk, warmed to 110 degrees F
One 1/4-ounce envelope active dry yeast (about 2 1/4 teaspoons)
2 tablespoons granulated sugar
1 teaspoon finely grated orange zest
2 large eggs, at room temperature
1 1/2 teaspoons kosher salt
1 1/2 cups bread flour, plus more for dusting
1/4 cup whole-wheat flour
2 tablespoons nonfat dry milk powder
2 sticks (1 cup) unsalted butter, cut into pieces, at room temperature
1 cup dark brown sugar
2 tablespoons ground cinnamon
1 cup confectioners' sugar
3 to 4 tablespoons heavy cream
1 teaspoon vanilla extract

Steps:

  • Whisk together the milk and yeast in the bowl of a stand mixer (alternatively, use a large bowl if you are going to knead by hand). Let sit 10 minutes to dissolve; you will see a few bubbles but the mixture won't be foamy. Whisk together the granulated sugar, zest, eggs and 1 teaspoon salt in a small bowl.
  • Add the bread flour, whole-wheat flour, milk powder and the egg mixture to the yeast mixture and mix with a wooden spoon until a shaggy dough forms. Fit the bowl in place on a stand mixer fitted with the dough hook. Mix on medium speed until the dough comes together but is still slightly tough, about 3 minutes. Increase the speed to high and add 7 tablespoons of the butter, a tablespoon at a time (the dough will look broken after each addition, but it will eventually come together), and beat until the dough is smooth, elastic and very tacky but pulls away from the sides of the bowl, about 12 minutes. (This may seem like a long time, but the texture of the bread improves with a long knead time.) Alternatively, knead the dough on surface lightly dusted with bread flour, adding 1 tablespoon of the butter at a time, until smooth and elastic, about 15 minutes.
  • Cover with plastic wrap and let the dough rise in a warm, draft-free area until doubled in volume, 35 to 50 minutes. (Check it at 35 minutes: It should smell buttery and yeasty, and if it's doubled, it's done. If not, check again in 10 minutes.)
  • Meanwhile, whisk together the dark brown sugar, cinnamon and 1/4 teaspoon salt in a medium bowl until no lumps of sugar remain. Smash in 8 tablespoons of the remaining butter and stir until completely combined. Set aside until ready to assemble. Line a baking sheet with parchment.
  • Gently deflate the dough by lifting it up around the edges and letting it fall back into the bowl, turning the bowl and repeating if needed. Transfer to a clean work surface lightly dusted with bread flour. Roll into a 12-inch square, pushing the edges towards the center to make the straight sides. Spread the butter mixture over the dough in an even layer leaving a 1/4-inch border around the edges. Tightly roll into a log, pressing the sides occasionally to keeps them flush. Transfer to the prepared baking sheet and freeze for 20 minutes to firm up the dough.
  • Grease an 8-inch round cake pan with the remaining 1 tablespoon butter. Cut the dough log crosswise into 8 equal pieces and arrange, cut-side up, in the pan, gently shaping each cinnamon roll to make them fit in the pan. Let rise, uncovered, in a warm, draft-free area until doubled in volume and the rolls reach the top of the pan, 1 hour to 1 hour 30 minutes. Cover tightly with foil.
  • Fold an 18-inch piece of foil in half lengthwise, then fold it in half again lengthwise and finally once more in half lengthwise, making a 4 1/2-inch wide foil sling for the pan. Place a rack in a 6- or 8-quart Instant Pot® and fill with 2 cups water. Place the cinnamon rolls in the center of the sling and lower into the pot.
  • Follow the manufacturer's guide for locking the lid and preparing to cook. Set to pressure cook on the high-pressure setting for 40 minutes (see Cook's Note). After the pressure-cook cycle is complete, follow the manufacturer's guide for natural release. After 15 minutes, being careful of any remaining steam, unlock and remove the lid.
  • Meanwhile, whisk the confectioners' sugar, cream, vanilla and remaining 1/4 teaspoon salt in a small bowl until smooth and creamy, adding more cream if necessary.
  • Transfer the pan to a rack set inside a baking sheet, remove the foil and let cool 20 minutes in the pan. Invert onto a serving plate or platter. Drizzle the icing over the top and serve warm.

2 ¼ cups all-purpose flour, plus more for dusting
1 teaspoon baking powder
½ teaspoon baking soda
1 teaspoon kosher salt

2 tablespoons unsalted butter, melted
2 tablespoons unsalted butter, melted divided
⅓ cup dark brown sugar
3 tablespoons granulated sugar
1 tablespoon ground cinnamon
⅛ teaspoon kosher salt
¾ cup powdered sugar
4 oz cream cheese, softened
2 tablespoons unsalted butter, softened
¼ teaspoon vanilla extract
2 tablespoons whole milk

Steps:

  • Grease a 7-inch (17 cm) springform pan with non stick cooking spray. Cut a 7-inch (17 cm) round of parchment paper to fit over the pan and set aside.
  • Make the dough: In a large bowl, whisk together the flour, baking powder, baking soda, and salt. Add the milk and melted butter and mix with a rubber spatula until a rough dough forms.
  • Turn the dough onto a lightly floured surface and knead until stiff, about 3 minutes. Roll the dough out to a 9 x 12-inch (22 x 30 cm) rectangle.
  • Make the filling: Brush the dough with 1 tablespoon of melted butter.
  • In a medium bowl, whisk together the brown sugar, granulated sugar, cinnamon, and salt. Sprinkle the cinnamon sugar filling over the dough and press into the melted butter.

  • Meanwhile, make the icing: Add the powdered sugar, cream cheese, butter, vanilla, and milk to a large bowl. Beat with an electric hand mixer until fully combined and smooth, about 2 minutes.
  • Carefully remove the pan with the cinnamon rolls from the Instant Pot. Unwrap the pan, release the springform, and transfer the rolls to a serving platter.
  • Spread the icing all over the top of the cinnamon rolls and serve warm.
