Steps:
- 1. Heat oil in a medium saucepan over medium heat. Add onion and garlic; cook and stir 2 minutes. Add water and rice. Bring to a boil. Reduce heat to low; cover and simmer till rice is tender, about 10 to 15 minutes.
- 2. Stir in tomatoes and beans. Cook until heated through.
