Steps:
- 1. Fry the onions, garlic, celery and peppers in 2 tablespoons of olive oil for 30 seconds, remove and set aside.
- 2. Brown the ground beef in 2 tablespoons of olive oil. When the meat is cooked remove the excess of oil.
- 3. Add spices, onions, garlic, celery, peppers, tomato juice, tomato paste, tomatoes, tomato sauce, sugar and bay leaves.
- 4. Simmer for at least 3 hours.
