Steps:
- Cook orzo in boiling water until al dente (about 8 minutes). Drain and place in large bowl. Add garlic, capers, olives and anchovies (if using) to orzo and stir to distribute evenly. Follow by adding in chopped herbs and lemon zest and stir to combine. Add bell pepper and tomatoes and gently stir everything together. In a small bowl, combine the lemon juice and olive oil and whisk together. Pour over orzo, season with salt and pepper and stir everything together. Serve chilled or at room temperature.
