Steps:
- 1. preheat oven to 450. boil potatoes. drain. 2. reserve 1/4 c sour cream and 1 Tbsp chives for topping 3. return potatoes to saucepan. mach with milk, salt, sour cream, chives. spoon into shallow 2-1/2 quart casserole. 4. in small bowl, stir mayo with horseradish, pepper and sour cream/chives. spread over mashed potatoes. 5. bake 20 mins until hot bubbly. garnish with chives.
