Steps:
- Mix together the dry ingredients: flour, 2 tablespoons cocoa, 3/4 cup sugar, baking powder and salt. Add milk and butter, and stir well. Stir in nuts is desired. Pour into a greased 9x9 cake pan. Mix together the brown sugar, 1/4 cup cocoa, and sprinkle evenly over the batter. Slowly pour the hot water over the batter that is topped with the brown sugar/cocoa mixture. Bake at 350 for 45 minutes. Let cool a little, the batter will be on top, the fudgey pudding underneath. Serve warm with ice cream or whipped cream.
