Steps:
- Puree water , cilantro, garlic and scallions in blender til smooth. Heat oil in saucepan over high heat, add rice and stir, toasting for 1-2 minutes. Add puree, and 1 tsp. salt. Bring to simmer and reduce heat to low. Cook, covered for 20 minutes. Remove from heat and let stand 10 minutes covered.
