Steps:
- 1. Pour 4 cups water into large sauce pan; bring to full rolling boil. 2. Carefully drop frozen potatoes into water. 3. Remove from heat immediately; cover and let stand 4 to 5 min. 4. Drain potatoes at once; spread on paper towels. Cut up any large pieces. Sprinkle potatoes w/ the salt; cool. 5. In bowl combine eggs, radishes, and celery. Add salad dressing and vinegar. Add potatoes and toss gently; chill. Garnish if desired.
