Steps:
- For the crust and topping, mix together butter,sugar, flour and salt until well blended. Measure out 1 cup and put in small bowl. Place the rest in a 9x13 pan and pat out until evenly smooth. Bake at 350 until lightly brown, about 20 minutes. Add the walnuts to the reserved crust mixture for the topping. For the filling, place chocolate chips and sweetened condensed milk in glass bowl. Microwave for 2 minutes. Stir mixture until smooth and then add vanilla. Pour filling over the hot crust. Sprinkle the topping evenly over the filling. Bake for 20-25 minutes, until topping is a golden brown. Cut into bars.
