Steps:
- Place dry rice in fine mesh strainer and rinse with cold water. Combine water with sugar and salt. Place water, rinsed rice, and kaffir leaves in a small saucepan with tight fitting lid. Bring to a boil and quickly turn to lowest simmer for 5-8 minutes. Take off heat and keep covered. Before serving mix in coconut milk, grated lime rind, and juice. Place over low heat until heated through, and serve.
