Steps:
- Whisk vinegar and corn starch in a saucepan to make a slurry. Add hoisin, corn syrup, siracha, ginger and 5-spice. Mix together, and put over high heat simmer 1 minute. Set aside. Combine milk powder and pepper. After chicken is brined, pat dry and rub with the dried milk powder and pepper. Brush glaze on chicken and broil, getting both sides covered.
