- Mix milk powder and creamer together in a large bowl.
- Mix sugar and butter flavoring together in a small bowl until fully incorporated. Mix into milk powder mixture vigorously using hands to decrease lumps.
- Shred white chocolate using a small microplane or small shred side of a box grater; add to mixture. Stir lightly using a spoon to incorporate without melting chocolate.

- Make the hot chocolate mix:
- Combine powdered sugar, cocoa powder, chocolate, cornstarch, and sea salt in a food processor. Scrape in vanilla seeds; discard pod. Blend until mixture is smooth and powdery, about 1 minute.
- Make the hot chocolate:
- Bring milk to a simmer in a small saucepan over medium heat. Whisk in 3 Tbsp. hot chocolate mix and cook, whisking occasionally, until mixture returns to a simmer and hot chocolate mix is dissolved and thickens slightly, 1-2 minutes.
- Transfer hot chocolate to a mug. Top with whipped cream and marshmallows and dust with cocoa powder.

- Hot chocolate mix can be made 2 months ahead. Store in an airtight container at room temperature, or freeze up to 3 months.

- Add the chopped chocolate to the bowl of a food processor, and pulse until finely ground.
- Add the rest of the ingredients and process to combine.
- You can also do this in a large mixing bowl: add the ground chocolate along with the rest of the ingredients and mix to combine.
- Keep cocoa mix in an airtight container until ready to use. It will keep in the cupboard up to a year.
- To make hot chocolate, use about 3-4 Tbsp of hot chocolate mix for each cup of water. (You can also use milk.) Heat slowly in a saucepan, whisking to get everything dissolved. Heat until it gets steamy hot and is smooth and creamy. Enjoy with whipped cream and shaved chocolate, if desired.
