Steps:
- Place potatoes in a Dutch oven and cover with water. Bring to a boil. Reduce heat; cover and cook for 15-20 minutes or until tender. Drain., In a large bowl, mash the potatoes. Add the remaining ingredients; beat until blended. Transfer to a 13-in. x 9-in. baking dish coated with cooking spray. Bake, uncovered, at 350° for 30-35 minutes or until top is lightly browned.

Steps:
- 1.Preheat oven to 350*. Combine mashed potatoes, sour cream, milk and garlic powder in large bowl; mix well. 2. Spoon half the mixture into 2-qt. baking dish. Sprinkle with 2/3 cup Onions and 1/2 cup cheese. Top with remaining potatoe mixture. 3. Bake 30 min. until hot. Top with remainig onions and cheese. Bake 5 min. until onions are golden
